Research on the Compilation Method and Technical Focus of Practical Village Planning
As detailed planning for rural areas beyond the boundaries of urban development,the state emphasizes the formulation of practical village planning to support rural revitalization strategy and construction of beautiful countryside.Practicality refers to tailoring village planning methods,technical content and achievement expression to the construction and development needs of different types of villages in China.It involves adapting to the regional characteristics of rural areas in terms of production,living,ecology and culture,and meeting the basic needs of land use control in rural areas.Practical village planning should be site-specific and categorized.It should comprehensively assess the current land status in multi-dimensional detailed planning such as investigation,approval and registration,focusing on securing land for villagers'housing construction and rural revitalization industrial projects.It should adhere to the requirements of holistic and comprehensive land use planning,maintain appropriate flexibility in spatial land use control,and promote the integration of planning and design.It is necessary to further optimize the spatial planning system in rural areas,strengthen higher-level planning and related planning support,enhance the policy logic of land use planning layout,and encourage the innovation of village planning compilation methods,so as to better play the role of spatial control and construction guidance of village planning.
