Exploration and Empirical Research of Route Selection Methods for Ecological Belt under the Background of Territorial Spatial Planning:A Case Study of Pingshan District of Shenzhen
As a new concept of practicing General Secretary Xi's ecological civilization ideology,the Ecological Belt(the waterfront eco-corridor)aims to advance the comprehensive management of"water,industry and city",realize an integrated and symbiotic system of water ecological environment governance,industrial upgrading,urban development and the well-being of the populace.It serves as a significant implementation of the effective coordination of territorial spatial planning through the"multi-plan integration".Based on the territorial spatial elements and the six dimensions of"water security,water environment,water ecology,water landscape,water culture,and industry and recreation system",an evaluation system was developed with 22 indicators including water security,water environment,water health,comprehensive transportation accessibility,and industry-city distribution.The Ecological Belt route selection evaluation system was constructed using the analytic hierarchy process.Guided by the evaluation outcomes,the Ecological Belt's thematic positioning,construction tasks and schedule were determined,shaping the spatial arrangement and defining the type and grade of the Ecological Belt.By examining the planning of the Ecological Belt in Pingshan District,Shenzhen as an example,this paper discusses the route selection and spatial layout of the Ecological Belt planning.
