Analysis of the situation of review experts' refusal to evaluate degree theses and the countermeasure research
In the quality assurance system of graduate education,a high-quality mechanism for selecting review experts is crucial to ensuring the quality and efficiency of degree thesis submission for review.This study uses online submission data of Master's theses from one university as the research sample and employs statistical analysis methods to examine the rejected review data of different groups from discipline distribution,changing characteristics,and reasons for rejection.The findings indicate that experts in practical-oriented disciplines are more prone to withdrawing from review invitations due to timeouts,those in engineering disciplines often directly reject reviews due to mismatches in research directions,and experts in academic-oriented disciplines are more likely to withdraw acceptance due to timeouts.Based on these findings,the paper puts forward improvement strategies and suggestions for the selection of review experts from the aspects such as review behavior profiling,expert database maintenance and updating,technical means for expert selection,risk monitoring and early warning in the review process,and review services.These strategies and suggestions provide theoretical foundations and practical guidance for reducing the rejection rate of review experts and enhancing the quality of degree thesis submission for review.
