Based on the quasi-natural experiment of national innovative city pilot policy,this paper adopts the multi-point difference-in-differences model,spatial difference-in-differences model,and other empirical methods to systematically examine the impact and mechanism of innovative city pilot policy on the structural upgrading of China's service industry.This study finds that the innovative city pilot policy has a significant promoting effect on the development of modem service industry and producer service industry.The innovative city pilot policy can effectively promote the optimization and upgrading of service industry structure,and the dynamic effect of this shows a fluctuating upward trend.The results remain valid after propensity score matching difference-in-differences,expected effects,non-random selection,and placebo tests.Heterogeneity analysis shows that the pilot policy plays a more prominent role in promoting the upgrading of the service industry structure in higher-level cities,cities with strong domestic market advantages,first-tier and new first-tier cities of the digital economy.Impact mechanism testing shows that innovative city pilot policy has a positive impact on the upgrading of the service industry structure mainly through the technological progress effect,human capital effect,and consumption demand effect.Further expand research shows that the innovative city pilot policy has a significant radiation effect,which not only promotes the optimization and upgrading of the local service industry structure but can also effectively accelerate the development of modem service industry and producer service industry in neighboring cities.
