摘要

"四下基层"源起宁德,兴于福建,推向全国,是我们党在实践中密切联系群众的伟大创造."四下基层"蕴含的生成逻辑是人民群众对脱贫致富的强烈期盼、是始终坚持的问题导向、是党的政策的落地生根、是干部作风的持续转变;蕴藏着深厚为民情怀、强烈实践品格、鲜明科学导向时时彰显着历久弥新的精神内涵;体现出把深入基层作为关键所在、把问题导向作为重要方法、把为民造福作为根本出发点、把走好群众路线作为重要支撑始终具有强大的实践伟力.新时代,"四下基层"作为我国基层治理的实践创造,越来越显示出强大生命力.

Abstract

The"four levels of grassroots work"initiative originated in Ningde,flourished in Fujian,and has been promoted nationwide. It represents our Party's great innovation in maintaining close contact with the masses through practice. The formation logic embedded in the"four levels of grassroots work"includes the people's strong desire for poverty alleviation and prosperity,a persistent problem-oriented approach,the thorough implementation of Party policies,and the continuous transformation in the conduct of cadres. This initiative embodies profound care for the people,a strong practical character,and a distinct scientific orientation,consistently reflecting its enduring guiding spirit. This demonstrates that prioritizing grassroots engagement,adopting a problem-solving approach, placing people's welfare at the forefront,and adhering to mass line principles have consistently yielded substantial practical impact. In this new era,the"four levels of grassroots work",as a pragmatic innovation in our country's grassroots governance,will increasingly show remarkable vitality.
