Layout design rights,established under the Copyright Law of China,offer exclusive rights to publishers to safeguard their interests against unauthorized reproduction and distribution of their works.However,the current legislative framework for layout design rights has not kept pace with the digital transformation of the publishing industry.As a result,publishers'layout design rights are not effectively protected in the digital environment.In light of this,incorporating an information network dissemination right within the existing copyright system emerges as a feasible solution.To ensure the layout design rights framework effectively adapt to the requirements of the development of digital publishing and communication technology,it is crucial to conduct a detailed analysis of the identification of rights holders,the expansion of protected content,and criteria for infringement.Such refinements are essential to uphold the rights of publishers in the digital age.
