A Study on the Evolution of Attention in the Development of Archival Undertaking in China Over the Past 20 Years:An Analysis of the Text of the National Archival Development Plan from the 10th Five-Year Plan to the 14th Five-Year Plan
The development of archival undertaking encounters challenges in attention distribution,and the focus shifts during different periods.Based on the analyses of the genre,word frequency,and content of the five national archival undertaking development plans issued in China since 2000,this paper found that during the past 20 years,the attention of archival undertaking has changed from archives management to archives governance,from the construction of archives laws and regulations to archival rule by law,from participatory and importing archival foreign affairs to leading and exporting archival international cooperation and communication.The themes of archival resource construction,archival informatization,archival science and technology work,archival talent cultivation,archival utilization services,and archival safekeeping and protection have consistently been the focal points of attention in the development of archival undertaking.However,decision-making entities in archival development have exhibited variations in attention to these themes during different periods.The overarching trend indicates a drive towards the governance,openness,and modernization of archival undertakings.
