Exploration on Interdisciplinary Theoretical Basis of Archives Opening Review Under the Background of Localization Practice
Based on the localization practice background,this paper examines the theoretical basis of archives opening review from the perspectives of archives science,public administration,law and public economics,which are subjects related to archives management practice.According to the analysis,it points out that the research results of the value of archives and its law have laid a theoretical foundation for the fundamental meaning and function orientation of archives opening review from the perspective of object attribute and subject demand.The good governance theory of public management requires that the ultimate purpose of archives opening review is to maximize the social public interests,and its realization path is to promote the cooperation and co-governance system construction of relevant subjects as the core,to improve the governance ability of the government,and to carry out progressive optimization based on realistic consideration.The discussion of ownership in legal theory lays a legal foundation for examining the rights-responsibilities relationship between the relevant subjects in the reviewing archives opening.From the perspective of cost-benefit analysis,the relevant research of public economics provides a theoretical basis for discussing the behavioral incentives faced by relevant subjects of archives opening review and their effects on behavioral choices.
