The Exercise and Limitation of Digital Archival Users'Right to be Forgotten in the View of Balance Theory
The right to be forgotten is an emerging legal concept aimed at protecting personal data.By employing the four-element analysis method, legislative analysis, and international comparative analysis, this study explores the theoretical foundations and practical implications for digital archival users to exercise their right to be forgotten. At the same time, the exercise of the right to be forgotten by digital archive users still faces theoretical and practical difficulties, which are subject to multiple constraints from archive institutions, archive users, and the general public. The sociological development laws of balance theory can be used to analyze the possible states and development trends of digital archive users'exercise of the right to be forgotten.Only through mutual trust and coordinated support among archival institutions, archival users, and the public can a robust and balanced network relationship be established and maintained, thereby ensuring the long-term and sustainable exercise of the right to be forgotten by digital archival users.
