在国家强调建立数据分类分级保护制度的背景下,对电子健康档案数据进行合理分类分级有利于实现其在适当安全保护下的自由流动.本研究以行业标准《城乡居民健康档案基本数据集》为分级对象,整理得到7条公用数据元和611条专用数据元;参考《信息安全技术健康医疗数据安全指南》构建电子健康档案数据分类分级框架,将数据分为5级,并明确数据分类分级原则、流程.随后,对分级对象进行分级,生成电子健康档案数据分类分级结果清单,并以专家评估的方式对数据分类分级框架及结果清单进行合理性和明确性测量.研究结果表明,专家总体认为电子健康档案数据分类分级框架及结果清单具有较好的合理性和明确性.最后,本研究根据专家的文本意见对电子健康档案数据分类分级框架进行了完善.
Research on Data Classification and Grading of Electronic Health Records
A suitable classification and grading of electronic health records is favorable to the free flow of data under its effective security protection,especially in light of the national emphasis on developing a data classification and grading protection system.The industry standard Basic Dataset of Health Record for Residents is chosen as the grading object,and 7 public data elements and 611 special data elements are statistically derived;Information Security Technology-guide for Health Data Security is used to construct the data classification and grading framework.The data is divided into five levels,and the data classification and grading principles and procedures are clarified.Next,the grading object is graded,following that,the electronic health records classification and grading results list is established,and expert evaluation is used to gauge the data classification and grading framework's rationality and clarity as well as the result list.It is discovered that experts generally believe that these components have good rationality and clarity,and that the classification and grading framework has been improved as a result of expert text opinions.
