Focusing on the opening of archives in urban construction archives serves as a dual advantage:it facilitates the transcendence of the generic perspectives in current archives opening research,and it inspires and guides the practical implementation of archives opening in national specialized archives.This article takes the legal responsibility of opening archives in urban construction archives as the logical starting point,systematically sorts out the practical difficulties in terms of"policies,subjects,objects",and proposes to resolve them through methods such as"emphasizing regulatory guidance,providing scientific and reasonable operation guidelines","introducing collaborative governance,improving supporting measures for institutional reform","differentiating object categories and implementing tiered and classified opening schemes".
