The Development of Regionalism Approach in Global Ocean Governance and China's Response
In the context of the regional shift in global governance,the status of regions in global ocean governance is also rapidly improving.As a result,the vigorous growth of regionalism approach has become one of the most prominent features of global ocean governance.Regionalism approach and another major governance path,namely globalism approach,have both conflict and competition,as well as compatibility and complementarity,and are jointly committed to the good governance of the global ocean.The rise of regionalism approach is the result of multiple factors,and in practice,it is manifested in the flourishing of various regional international organizations,governance mechanisms,negotiation groups,legislative activities and cooperation projects.However,the implementation effect of regionalism approach is constrained by many variables,such as the level of political mutual trust,the degree of interest integration,the strength of regional organizations,and the nature of extraterritorial intervention.The continued strengthening of regionalism approach is an inevitable trend,and China should make joint efforts in the three progressive levels of peripheral,extraterritorial and global,so as to better respond to and promote the development of regionalism approach.
