Strategic Logic and Dilemma of Biden Administration's Indo-Pacific Supply Chain Alliance:Analysis Based on Supply Chain Power
Supply chain alliance is one of the most important policies of the Biden administration competition with China,aiming to strengthen the US'control over the Indo-Pacific supply chain and weaken China's influence.Based on political demands,the Biden administration took advantage of the asymmetric dependence of regional countries on security and economy to promote the regional supply chain"economically driven"to"politically driven",but ignored the essential characteristics of supply chain power structure.Multiple power sources,complex links and interdependence make it more difficult for single country to control the supply chain.Faced with the complexity of the supply chain and China's advantages in production,resources,and market,it is difficult for the Biden administration to pinpoint the scope of"decoupling"from China.In addition,under the decentralized supply chain power structure,the United States'partners can't ignore the balance between"development"and"security".The difficulty of the Biden administration to coor-dinate the alliance continues to increase.With China's continuous and deep participation in globalization,it is difficult for the Biden administration to fundamentally reverse the power pattern of the supply chain.The supply chain stickiness formed by China and regional countries become the basis for countering the United States'reshaping of the Indo-Pacific supply chain.
