The world's energy transition and climate change,coupled with the Russia-Ukraine conflict and power competition,have changed the balance of power among countries at the global level and reshaped the interest relationships and behavioral patterns among major actors.The US combines energy power with discourse and financial hegemony to build an alliance system around fossil and renewable energy.This system can not only win over allies and partners through inducements and compensation,but also contain competitors and hostile countries through coercion and deterrence.In the fields of traditional and renewable energy,the US is changing the power structure of the global energy landscape in the name of shaping a"more secure"world energy system,and using the advantages of the"whole industry chain"to enhance its geopolitical influence.Since positive power is based on compensation mechanisms and negative power is based on asymmetric interdependence,there are limits to the expansion of US energy power in terms of rewards and penalties.Faced with profound energy changes unseen in a century,China must fully find its own advantages,transform its potential into"structural power"in world energy and climate governance.and use the technological advantages of clean energy and the market advantages of fossil fuels to enhance agenda-setting power,rule-making power and market-bargaining power.
