A Decade of Belt and Road Initiative:Major Security Achievements and Risk Response
The Belt and Road Initiative is a practical innovation to safeguard the security of co-building countries, solve the security dilemma along the route, and promote regional peace and development.Over the past decade, the joint construction of the Belt and Road has made a series of significant security achievements in regional security cooperation, namely,it has built a new model of regional security cooperation oriented by development from the three levels of concept, artifacts, and system, actively solved various security problems faced by the Belt and Road construction, refuted the West's rendering of non-security issues in the Belt and Road construction, and made significant contributions to regional security cooperation. At the same time, the Belt and Road Initiative has become an important global governance platform, which has strengthened the security and mutual trust of co-building countries, curbed the geopolitical game of major countries, and is eradicating the social soil breeding war, terrorism, transnational organized crime, effectively safeguarding the economic security, political security, social security, cultural security, health security, ecological security, and data security of the co-building countries and regions. However, the joint construction of the Belt and Road still faces many traditional and non-traditional security risks,as well as the pan-security rendering of international public opinion, resulting in the relatively delayed and weakened effectiveness of promoting security solely through development. To this end, from the perspective of security and development,co-building countries need to actively implement the global security initiative under the Belt and Road framework, constantly deepen the multi-level and compound security risk prevention and control mechanism, build a positive guidance mechanism for international public opinion, and continue to optimize the security environment along the route.
