Analysis of Great Power Leadership Shaping and the Path of International Public Goods Provision between China and the United States
International public goods supply is not a simple economic issue,but a political science issue involving legitimacy competition.At the historical stage of the transformation of the global governance pattern,serving the global public good is a fundamental way for potential leading countries to proactively demonstrate benign intentions,gain international support,win strategic opportunities,and enhance global influence.The degree of reciprocal exchange,relational contract,and benefit contribution between leaders and followers shapes the legitimacy foundation of leadership.After the end of World War Ⅱ,the United States relied on multilateral international mechanisms,global military alliances,and free trade networks to support American-style leadership.However,after the Cold War,the emerging powers gradually assumed the responsibility for governance,while the United States began to relax its self-restraint in the so-called"unipolar moment"and pursued global interests based on brute force coercion,resulting in the erosion of the legitimacy basis of its global leadership.In the context of the"Great Change Unseen in a Hundred Years",China is supplying a new type of international public goods based on the Belt and Road Initiative and the ADB platform to strengthen the legitimacy foundation in terns of reciprocal exchanges,relational contracts,and benefit contributions.
