The Alternation of International Institutions and the Evolution of the Institutional Discourse Power Configuration:A Case Study of Global Economic Governance
Since the beginning of the 21st century,against the background of the overall stable international situation with frequent regional conflicts,different countries,while committed to improving their material power,also paid more attention to the fields of non-material power,especially the acquisition and promotion of international institutional power.Inspired by the theory of discursive institutionalism,this paper attempts to provide a consistent explanatory logic for the motivation and trend of the evolution of the international institutional discourse power in the context of international relations.It argues that the systematic evolution in terms of international relations follows a certain discourse logic.While participating in institutional interaction in specific areas,state actors tend to import their intentions of participation into the configuration of certain institutions through corresponding discourse strategy,in order to turn it into the principle of institutional practice.Through the above mechanism,different actors can maximize their respective interests,fulfill obligations and exercise power in the process of participating in the institutional interaction.In the background of increasingly fierce competition among great powers in the international community further exploration of the theory of international discourse power as well as the patterns of evolution of international institutions will provide beneficial enlightenment for China's attempt to build a comprehensive strategy to promote its international discourse power.
