The Global Security Initiative and Security Governance of the Shanghai Cooperation Organization
The current global security is undergoing a period of transformation and turmoil.In response,China has proposed the Global Security Initiative(GSI),which provides public security goods to enhance global security governance and put true multilateralism into practice.Highly compatible with the development of Shanghai Cooperation Organization(SCO),the GSI represents a strategic avenue for the SCO to enhance the effectiveness of its security governance.Under the great changes unseen in a century,the supply and demand of security public goods in Eurasia are imbalanced,incrasing systematic risk of regional security governance.The SCO has been refining the regional security governance system,focusing on the coordination mechanisms,security consensus,major-country relations,and hotspot issues.As a result,the effective supply of security public goods has been improved.Under the constructive leadership of the GSI,the security governance of Eurasia is evolving from"unbalanced governance"to"cooperation and co-governance",gradually forming the SCO's path for the advancement of the GSI.
