The Theoretical Construction and Practical Exploration of Global Multilevel-network Governance
Based on the reality that current global governance system is unable to effectively adapt to the changes in global governance practices,this paper introduces the research perspective of complexity science,proposes that the global multilevel-network governance integrates the analytical advantages of multilevel governance and network governance for multi-agent interaction,and explores theoretical and practical paths to improve the effectiveness of global governance from two dimensions of vertical multilevel participation and horizontal relationship optimization.Its core logic is that multiple participation and cooperative relations are the important factors of effectiveness of global governance,and the dynamic feedback of global governance is also the basic motivation to promote the adaptive evolution of both.This governance path aims for the global governance status of multi-agent cooperating,adhering to principles such as scientific governance,openness and inclusiveness,consultation,contribution and shared benefits,dynamic adaptation,and common but differentiated responsibilities.It follows the dynamic governance process of identifying specific problems,deconstructing agents and networks,multilevel-networked governance,multilevel-networked feedback.In order to achieve the global governance status of multi-agent cooperating,scientific understanding should be used to build global governance consensus,multilevel-network relationships should be used to enhance the willingness and ability of agents,complexity management and adaptive cooperation should be used to alleviate conflicts,and the innovation of governance concepts and cooperation models should be promoted.
