Global Industry Governance in the Context of Industrial Chain Restructuring:Reflections Based on the Transformation of US Industrial Policies
Since the international financial crisis of 2008,especially amidst the 21st-century pandemic,the Ukraine crisis,and the impact of a new wave of technological revolution,the intensification of great power strategic competition has led to significant adjustments in the political and economic philosophies of western countries such as the United States.A novel industrial policy,focusing on the resilience of supply chains and national security,has emerged,leading to a major restructuring of global industrial and supply chains.The strategic,explicit,widespread,and even instrumentalized and weaponized nature of industrial policies in western major powers has made international cooperation and coordination in state-led industrial policies a crucial concern for the international community,posing new challenges to global industrial governance.Analyzing global industrial governance through the lens of the new industrial policy in the context of supply chain restructuring not only contributes to enriching the theoretical framework of global economic governance,but also provides strategic thinking and implementation paths for China to deeply engage in global industrial governance practices.
