International Cognitive Competition:Origins,Action Dimensions,and Logic of Security
With rapid development and application of digital intelligence technology,the cognitive domain,the technical domain,and the physical domain are deeply interconnected,and the cognitive domain has gradually become an independent field of action in international relations.The competition in the cognitive domain among nations is intensifying.Cognitive competition can be divided into three action dimensions,in which the influence of cognitive domain on the physical domain constitutes cognitive warfare,the influence of physical domain on cognitive domain constitutes cognitive strategy,and the cognitive domain itself constitutes cognitive security.National cognitive security is the basis of the cognitive competition among nations,which can be divided into objective cognitive security with resilience logic as the core and subjective cognitive security based on sensitivity logic.In order to ensure that China gains a dominant position in the cognitive competition and ensure China's political security,China needs to be flexible and efficient,both offensive and defensive,in cognitive warfare;plan in advance to win first in cognitive strategy;and improve sensitivity and resilience in cognitive security.
