Russia's Climate Policy in the Context of the Ukraine Crisis:Governance Concepts,Policy Preferences,and International Cooperation
Climate policy is an important issue for Russia in advancing national development and international governance.The outbreak of the Ukraine crisis in 2022 has had a significant impact on the framework of Russia's climate policy.The development of Russia's climate policy consists of three elements:governance concepts,policy preferences,and international cooperation,with a complex influence relationship among the three.This paper analyzes the components,policy adjustment logic,policy characteristics and policy implications of Russia's climate policy in the context of the Ukraine crisis.In terms of governance concepts,the emphasis of statism on domestic social stability and international climate governance sovereignty is an important constituent of Russia's climate policy.In terms of policy preferences,Russia's climate policy seeks to safeguard the economic benefits of energy by taking full advantage of domestic natural resources,and at the same time seeks to develop a favorable position in the global energy market.In terms of international cooperation,Russia's climate cooperation is characterized by maintaining channels of communication on climate issues with the U.S.and Europe,while at the same time gradually establishing climate technology cooperation projects with countries in the Global South.Under the joint effect of interactions among the three,Russia's climate policy has been adjusted around domestic security,energy economy and international governance,affecting the process of Russia's national development,international climate governance,and China-Russia economic cooperation.
