政治极化与美国"印太经济框架"实施路径

"印太经济框架"是拜登政府为了弥补美国印太战略经济支柱缺失而提出的一项倡议,其主要目的是在印太地区建立排华经济圈遏制中国和借助盟友力量来带动自身经济发展.从实施路径看,受美国政治极化的影响,拜登政府选择采用行政主导和模块化设计的路径来推进"印太经济框架",以避免受国会两党斗争的影响.然而,行政化路径在带来便捷的同时,也使这一框架缺少法律层面的保障,容易受执政党更替的影响,并且受行政权限的制约,无法在其中加入自由贸易的相关内容.同时,模块化路径也造成了供应链支柱、清洁经济支柱、公平经济支柱和贸易支柱的实施进程的失衡.即使拜登政府能在贸易谈判方面取得突破,但贸易支柱的拓展和深化仍需得到国会立法的支持,最终仍难以绕开政治极化的制约.
Political Polarization and the Implementation Path of the U.S.-Led Indo-Pacific Economic Framework for Prosperity
The Indo-Pacific Economic Framework for Prosperity(IPEF)is an initiative proposed by the Biden administration to compensate for the lack of economic pillars in the U.S.Indo-Pacific Strategy.Its main purpose is to establish a Chinese exclusion economic circle in the Indo-Pacific region to contain China and leverage the power of allies to drive its own economic development.From the perspective of the implementation path,influenced by political polarization in the U.S.,the Biden administration has chosen to adopt an executive and modular path to promote the IPEF in order to avoid the impact of partisan struggles in Congress.However,while the executive path has brought convenience,it has also made the IPEF lack legal safeguards,vulnerable to changes in the ruling party and constrained by executive authority to include free trade-related elements.At the same time,the modular path has also caused an imbalance in the implementation process of the Supply Chain Pillar,the Clean Economy Pillar,the Fair Economy Pillar,and the Trade Pillar.Even if the Biden administration is able to make a breakthrough in trade negotiations,the expansion and deepening of the Trade Pillar still needs to be supported by congressional legislation,and ultimately it is still difficult to bypass the constraints of political polarization.
