Policies for Mass Entrepreneurship and Innovation Initiative and Innovation Activity in Cultural and Creative Industries—Evidence from Mass Entrepreneurship and Innovation Initiative Demonstra-tion Bases
The global wave of technological revolution and industrial transformation is reshaping innovation landscapes,presenting new opportunities and challenges.In response to China's economic slowdown and the need for increased innovation vitality,cultural and creative industries have emerged as a critical driver for meeting public demand for a higher quality of life and fostering economic growth.Despite their importance,empirical analysis of policies supporting mass entrepreneurship and innovation remains limited,particularly regarding their impact on innovation activities within these industries.Existing studies are primarily regional,revealing a gap in understanding how policy influences innovation on a broader scale in cultural and creative sectors.This study leverages panel data from 31 Chinese provinces(excluding Hong Kong,Macao,and Taiwan)from 2013 to 2021,applying a continuous difference-in-differences methodology to evaluate the effects of mass entrepreneurship and innovation policies on provincial cultural and creative industry innovation.It further investigates how provincial factor endowments impact policy efficacy,examining mechanisms such as talent development and enhanced market competition that drive innovation within these industries.The main findings are as follows:first,mass entrepreneurship and innovation policies significantly increase innovation activity within provincial cultural and creative sectors.Second,policy impacts vary by province due to differences in factor endowments,with potential for enhancing innovation via market demand,resource availability,and digital empowerment.Third,talent pooling and market competition serve as essential channels for enhancing policy impact on innovation.This study contributes to existing literature by offering several key insights.First,from the provincial perspective of cultural and creative industries,it establishes a model linking mass entrepreneurship and innovation policies to increased innovation,validating this positive relationship and enriching empirical research on macroeconomic policy tools in innovation and entrepreneurship.Second,it highlights the role of regional heterogeneity in factor endowments,demonstrating how market demand,resource supply,and digitalization level across provinces influence policy effectiveness.Third,it identifies talent pooling and market competition as critical pathways for implementing these policies to enhance innovation in provincial cultural and creative sectors.Overall,this study sheds light on the internal dynamics and primary drivers of successful mass entrepreneurship and innovation policies in promoting provincial innovation and development.These findings offer valuable insights for policymakers,suggesting that a focus on market opportunities,resource base enhancement,and technological empowerment can foster a conducive environment for industry development,build effective policy-to-innovation chains,and promote regional innovation and growth.
