Promoting or Distinctiveness:How Does Fiscal Decentralization Affect Green Productivity?
In the current era of deepening reforms in the fiscal system,the role of fiscal decentralization has received much attention.This article analyzes and tests the impact of fiscal decentralization on green productivity from the perspective of fiscal revenue and expenditure decentralization,based on panel data from 30 provin-cial levels in China from 2012 to 2018,combined with the SBM-GML model.The re-sults show that although China's overall green productivity has shown a realistic improvement year by year,fiscal decentralization has significantly suppressed the green productivity of each province.The above inhibitory effects exhibit regional heterogeneity,especially in non eastern regions.Furthermore,local government competition constitutes a key mechanism for fiscal decentralization affecting green productivity.In the era of fiscal decentralization,we should continue to promote the reform of the fiscal decentralization system,play the due role of fiscal decentraliza-tion in sustainable development according to local conditions,improve the assess-ment mechanism for local governments and officials,and promote the improvement of green productivity.
