中小学作业治理中的利益冲突与化解

摘要
双减背景下,"减负增效"意见的提出促使中小学转变作业观念,积极开展作业治理,但治理进展远不如预期,出现治理无序、作业功能异化、家长焦虑、教师增负、校际竞争加剧等诸多教育乱象,究其原因在于利益冲突.作业治理中的利益冲突主要表征为私益—公益、私益—私益冲突.虽然利益冲突无法避免,但作业治理属于教育问题,而教育利益的特殊性体现在利益主体间目的的一致性——促进学生的发展.因此,以共治着力化解中小学作业治理中的利益冲突便是解决当下基础教育工作的燃眉之急.
Abstract
Under the background of double reduction,the proposal of"reducing burden and increasing efficiency"has prompted primary and secondary schools to change their concept of homework and actively carry out homework governance,but the progress of governance is far less than expected,and many educational chaos such as disorderly governance,alienation of homework functions,parental anxiety,increasing the burden of teachers,and intensifying inter-school competition have occurred,which are caused by conflicts of interest.The conflict of interest in operational governance is mainly characterized as the conflict between private interest and public welfare and private interest and private interest.Although conflicts of interest cannot be avoided,homework governance is an educational issue,and the particularity of educational interests is reflected in the consistency of purpose among stakeholders-to promote the development of students.Therefore,focusing on resolving conflicts of interest in primary and secondary school homework governance with co-governance is an urgent need to solve the current basic education work.
