摘要
政府主导提供农村普惠性托育服务是维护社会公平正义的民生工程.文章认为,提供农村普惠性托育服务面临家庭旺盛的潜在托育需求和有限的托育认识水平的冲突、普惠性托育服务兜底的性质与农村家庭日益多元化托育需求的张力、农村普惠性托育服务数量增加与质量保障的双重要求等挑战,应以不断完善适应、目标、整合、维持四个功能条件为基础,构建政府兜底、家庭为主、多方参与、公益导向的供给路径.
Abstract
The provision of inclusive childcare services which is led by government in rural areas is a livelihood project to maintain social fairness and justice.The article holds that providing inclusive childcare services in rural areas faces challenges that consist of the conflict between the strong potential childcare needs of families and the limited level of childcare awareness,the tension between the bottom-up nature of inclusive childcare services and the increasingly diversified childcare needs of rural families,and the dual requirements for increasing quantity and quality assurance of inclusive childcare services in rural areas.Therefore,based on the four functional conditions of continuous improvement and adaptation,goals,integration,and maintenance,it is necessary to construct a supply path that's government-backed,family-centered,participated by multi-parties,and public welfare-oriented.
