From"Outcome Change"to"Mechanism Optimization":A Study of Provincial Pre-school Education Resource Allocation and Optimization in China——An Empirical Study Based on Provincial Panel Data from 2013 to 2020
To improve the allocation of inclusive preschool education resources, we need to clarify the allocation patterns and problems of preschool education resources across the country. Based on provincial panel data from 2013 to 2020, this study constructs comprehensive indicators of resource allocation and allocation equilibrium indicators for each provincial administrative region, and analyzes the funding input and expenditure factors affecting preschool education resource allocation using a dynamic panel system GMM model. The results found that the level of provincial preschool education resource allocation composite indicators has been increasing and the gap between individual indicators has been decreasing during the period;government input plays a positive role in the level of provincial and regional preschool education resource allocation and has the investment advantage of promoting the number of high-quality preschool teachers while household input does not have a significant effect on the inter-provincial differences in preschool education resource allocation.In the case of relatively tight education funding, the proportion of personnel expenditure inhibits the improvement of provincial and regional resource allocation levels. Based on this, the study suggests that the direction of preschool education development should be maintained with"government-led"as the guiding principle;the allocation mechanism should be optimised based on"sustainable preschool education expenditure mechanism";and the logic of allocation should be rationalised, so as to enhance the efficiency of resource allocation from input to output.
