"双减"背景下"去机构化"补习:现象之思与破解之道

"双减"工作是一项长期、复杂的工程,它对于育人、良好教育生态的构建和社会公平正义的维护都有着重要的价值,但"双减"政策在执行中也会产生诸多新问题,具有"隐形"和"多变性"特点的"去机构化"补习是当前"双减"政策实施的阻抗性因素。究其原因主要有:家长受传统社会文化价值观念的裹挟,培训机构中失业教师的再就业问题,教育评价改革中存在"两类矛盾","去机构化"补习的教育治理体系不完备。在教育实践场域,为了正本清源,有效破解"去机构化"补习难题,亟须宣扬正确的社会文化价值观,增加培训机构中失业教师的利益补偿以及增强其自身的质变学习,加深对教育评价中"两类矛盾"的反思与追问,完善"去机构化"补习的教育治理体系。
"Deinstitutionalization"Tutoring Under the Background of"Double Reduction":Thoughts on Phenomena and Ways to Solve Them
The"double reduction"work is a long-term and complex project, which has important value for educating people, building a good education ecology, and maintaining social fairness and justice, but the implementation of the"double reduction"policy will also produce many new problems. The phenomenon of"deinstitutionalization"tutoring, which is invisible and changeable, is the resistance factor for the implementation of the current"double reduction"policy. The reasons for this are:parents are coerced by traditional social and cultural values, the re-employment of unemployed teachers in training institutions, the existence of"two types of contradictions"in the reform of educational evaluation, and the incomplete educational governance system of"deinstitutionaliztion"tutoring. In the field of educational practice, in order to clarify the root cause and effectively solve the problem of"deinstitutionalization"tutoring, it is urgent to promote correct social and cultural values, compensate for the interests of unemployed teachers in training institutions and strength their transformative learing, deepen the reflection and inquiry of the"two types of contradictions"in educational evaluation, and improve the educational governance system of"deinstitutionalized"tutoring.
