地方政府推进高质量教师队伍建设政策:工具偏好与优化策略

高质量教师队伍建设是推动高质量教育体系发展、建设教育强国战略的基础力量和重要保障.基于政策工具视角,通过构建"政策内容、政策工具和不同省域"三维分析框架,对 29 个省域"十四五"教育事业发展规划中高质量教师队伍建设政策文本进行分析,研究发现,我国各省域高质量教师队伍建设政策具有政策内容要素的全面性和趋同性、政策工具配置的完备性与使用比例的不均衡性、政策内容与政策工具匹配度不足等特征.为持续推进我国高质量教师队伍建设,未来应发挥教师队伍建设地方特色,凝练教师队伍建设的地方智慧;协调政策工具的使用结构,深化教师队伍建设协同共治格局;精准匹配政策工具与内容,提升教师队伍建设政策执行效力.
Local Governments Promote Policies for Building High-Quality Teacher Teams:Tool Preferences and Optimization Strategies
The construction of a high-quality teacher team is the fundamental force and important guarantee for promoting the development of a high-quality education system and building a strong education country strategy.Based on the perspective of policy tools,a three-dimensional analysis framework of"policy content,policy tools,and different provinces"is constructed to analyze the policy texts of high-quality teacher team construction in the"14th Five Year Plan"for the development of education in 29 provinces.Research has found that the policies for building high-quality teacher teams in various provinces of China have characteristics such as comprehensiveness and convergence of policy content elements,completeness of policy tool allocation and imbalance in usage ratio,and insufficient matching between policy content and policy tools.In order to continuously promote the construction of high-quality teacher teams in China,local characteristics of teacher team construction should be sought in the future,and local wisdom in teacher team construction should be condensed;coordinate the use structure of policy tools and deepen the collaborative governance pattern of teacher team construction;accurately matching policy tools and content to enhance the effectiveness of policy implementation for teacher team building.
