Analysis of the Three Frameworks of China's Basic Education Burden Reduction Policy Change—based on tools-objective-education field
This paper constructs a three-dimensional analysis framework based on the dimensions of policy tools,education life cycle and education policy objectives,and analyzes 114 National Education burden reduction policies from 1985 to 2021.In the process of promoting educational burden reduction for more than 30 years,environmental tools in the dimension of policy tool type are used most frequently;In recent years,in the dimension of education life cycle,the use of policy tools is uneven,and the frequency of out of school education is high;In the dimension of educational policy objectives,basic literacy and general literacy are used more frequently than domain literacy and high-level literacy;It is suggested that the frequency of environmental policy instruments should be adjusted in the future,and the frequency of demand and supply policy instruments should be strengthened.Balance the use of policy tools in different education life cycles to promote the coordinated development of each cycle;Improve the balance of educational policy objectives,and pay attention to the cultivation of students'field literacy and high-level vegetarian education.
