Building the Community of Development:Based on the Empirical Study of the U.S.Foreign Aid Community
How to build a Community of Development(CoD)is a hot topic.For that,this paper defines the notion and structure of the CoD and argues that the Community of Global Development is beyond the Community of International Development.However,it is a question that how to build the CoD on the national level.Given the dominant position of the U.S.in development studies,this paper chooses U.S.foreign aid as the object of study,explores the formation,development,and operation of its foreign aid community,and then discusses the building of China's CoD.First of all,referring to the"Practice Turn"of international relations,this paper clarifies the notion of foreign aid community,and provides the analytical framework of"Knowledge,Actor and Practice".Secondly,sorting out the U.S.history of foreign aid knowledge,including Modernization,Human Basic Needs,Structural Adjustment Programs,Democratization,Anti-Terrorism and Poverty Reduction,and America First.Thirdly,elaborates on the three major mechanisms of project implementation,policy-making,and knowledge production.Fourthly,presenting the process of foreign aid practice and its effects based on the cases.In conclusion,the U.S.has been able to dominate the Community of International Development because of the foreign aid community.In comparison,China's Global Development Initiative has transformed Development Philosophy into systematic and technical development knowledge,but the social network for the participation of multi-actors still needs to be improved,especially in terms of the legal system,participation mechanism of bottom-up and the coordination between"Going Out"strategy and foreign aid practice.
