Pathways of How the Concept of"the Other"Shapes Global Governance Cooperation
By analyzing several cases of global governance cooperation between hegemonic and emerging powers,this article finds that such factors as issue-specific capacities and public goods shape types of cooperation through the mediating variable of governance concepts.This article reviews the concept of"the other"as revealed in international studies and explores the concept of"relative non-otherness"rooted in fine traditional Chinese culture,outlining different governance concepts.This article argues that the governance concepts of"value-based otherness""function-based otherness"and"relative non-otherness"respectively generate behavioral preferences for traditional issue coalitions,functional issue coalitions,and open issue coalitions,which in turn shape three types of global governance cooperation that address global governance dilemmas to varying degrees:strategic exclusivity,seeking common ground while reserving differences,and open inclusivity.
