Optimization of National Smart Education Platforms Based on Standards:International Orientation and Development Paths
Guided by large-scale innovative applications,this paper constructs application standards for national smart education platforms with 4 primary dimensions,12 secondary dimensions,and 35 observation points,including extensive connectivity,integrated innovation,mechanism guarantee,and competency improvement.Comparative analyses of 16 representative smart education platforms at home and abroad are conducted based on the standards.It is found that the construction and application level of Smart Education of China(SEC)ranks among the top in the world.It is in a"leading"position in terms of platform access,resource aggregation,application integration and organizational coordination,and it is in a"parallel"position in terms of regular applications and lifelong learning,and in a"following"position regarding process optimisation,supervision and motivation,and support and guarantee.However,it still lags behind in terms of process optimization,supervision,incentives,and support and guarantee.The study suggests enhancing the construction of the SEC system,building a mechanism for creating and converging high-quality digital resources,focusing on the key aspects of teaching and learning to enrich the application scenarios,and constructing a new ecosystem of digital education centred on the"SEC Plus".
