摘要
基于数据资源、业务流程及功能需求的调研分析,提出监管基础标准化管理、现场检查规范化开展、非现场监管远程化实施和监管处置闭环化管理等信息化应用场景,分析北京市地面公交行业信息化监管应用案例.结合应用案例,进一步分析了信息化监管模式在监管信息准确性、检查效能、非现场监管能力及监管处置效率等方面取得的良好效果,并提出加强多元数据融合、提升非现场监管技术、推进跨部门协同监管等发展建议,为深化地面公交行业信息化监管工作提供理论及实践支持.
Abstract
Based on the research and analysis of data resourses,business processes and functional requirements,this paper put forward four information application scenarios,such as standardized management of supervision foundation,standardized development of on-site supervision,remote implementation of off-site supervision and closed-loop management of supervision disposal.Based on the cases,it also examined specific application cases in Beijing of which the good application results have been achieved in information accuracy,inspection effectiveness,off-site supervision capability and supervision disposal efficiency.It further proposed development suggestions such as strengthening multivariate data fusion,improving off-site supervision technology,and promoting cross-departmental collaborative supervision.In general,this study provides theoretical and practical support for advancing the informatization supervision model in the bus transit industry.
