Responsible research and innovation advocates embedding responsibility into the whole process of in-novation and refleeting on the ethical and value issues of innovation.Although its conceptual connotations and specific implementation scheme,need to be further improved,the great value of responsible research and inno-vation in the era of emerging science and technology is still worthy of affirmation.In recent years,researchers in the west have analyzed the rationality and advantages of responsible stagnation compared with responsible in-novation,and follow-up research has been undertaken in China as well,but it is easy to bring confusion into theoretical thinking and misunderstanding in real practice due to excessive exaggeration of the role of responsi-ble stagnation.In fact,responsible innovation has the ethical implication of"thoughtful responsibility",which itself contains the dimension of"stagnation",that is,an innovative activity is"stalled"due to factors such as hazards and risks,which is the essential nature of responsible innovation.It shows the internal tension of the dynamic interaction between responsibility and innovation.
