The Construction and Optimization of Data Security Risk Prevention System in the Era of Digital Economy
With the development of artificial intelligence technology,the world has entered the"Data-Driven"era.Data flow not only creates value,but also brings an increasingly serious security crisis.Considering data se-curity incidents represented by data abuse,data leakage and data pollution,it is urgent to establish a data secu-rity risk prevention system that takes into account security and development.However,the legal attribute and right ownership of data have not been clarified in theory.The boundary of data circulation,the establishment of comprehensive defense mechanism for data security,the game between public and private rights,and the inter-nal tension between data security protection and data development and utilization affect and restrict the con-struction of data security risk prevention system.By clarifying the ownership of rights and the responsibilities of data sharing,improving the security protection mechanism of data flow and establishing the early warning of risks and the defense mechanism within the whole data life cycle,the path to improve the policies and the legal systems for ensuring data security may be further clarified.
