Problems about Designating the Basic Grassland in Inner Mongolia Autonomous Region and some Strategies
This paper summarizes the successful experiences and problems in the process of des-ignating the basic grassland of Inner Mongolia autonomous region. It is stated that problems such as difficulty in ensuring adequate funds and conflicts of interest between various departments, etc. have become more and more prominent. To approach the problems, the paper suggests that breakthrough mechanism and designating management mechanism for grassland protection red line be established, safeguard mechanism for grassland protection red line be perfected, monito-ring and evaluation mechanism for grassland ecology be improved and mode for the sustainable development of grassland pastoral areas be built.
