The marginalization and diversity of grassroots society in Xunhua Ting during the Qing Dynasty created a complex network of grassroots power. In response to the unique characteristics of the region, the Qing court made administrative efforts to adapt to the local conditions. In the dynamic adjustment of administrative construction,a unique cross-system dual management system was ultimately formed, which includes the direct province and the fiefdom. This system demonstrates the nesting and mutual construction of grassroots society and dynastic system, and is a phased product of the regional dynastic transformation of Xunhua Ting.In the cross-system society of Xunhua Ting, the Qing Court reached the connection and integration with the dynastic power through religious incorporation. In terms of institution, the dynasty incorporated religion into the management of the national hierarchy and formed a stable circle structure in the grass-roots social governance. In terms of culture, dynasty conforms to the transition from traditional authority to charismatic authority in regional society, and reflects the growth of legal-rational authority in Xunhua society all the time. The orthodox growth of institutions and culture is an important indicator for the process of dynastic development. After the fall of the Qing Dynasty, dynasization completed its historical mission, and the dynasization achievement became an important historical element in constructing the national identity of five-nationality unity for a republic.
