The rapid development of the sea cucumber industry chain has become a pillar industry of China's fishery economy along the coastline,especially along the northern coast,and plays a great role in increasing the income of the regional fishery industry and the efficiency of the fishermen.Tracing the rise and development of sea cucumber industry in Dalian,this paper will combine the theory of"dual social structure"to analyse the role of"umbrella"society dominated by the government and"honeycomb"society dominated by the civil society in promoting the development of the industry in different stages of the industry.What roles are played by the government-dominated"umbrella"society and the civil society-dominated"honeycomb"society in promoting industrial development at different stages of the industry.Through the analysis,it is found that the two forces continuously adjust and play their respective roles in the industrial development,and jointly promote the optimization and upgrading of the sea cucumber industry in Dalian.No matter at any stage of industrial development,relying on the power of one party alone will not be successful,and the result of the interaction between the government power and the private power is the important reason why Dalian sea cucumber can stand out.It is hoped that this case will provide a reference for the development of other speciality fisheries in China.
