The centripetal and centrifugal dynamic mechanism of the convergence and dispersion of multi-city cluster cooperation:A case study of the Jiangyin-Zhangjiagang-Jingjiang cluster in Jiangsu province
In the development of regional integration,neighboring cities show the tendency to build multi-city clusters,so as to achieve greater development competitiveness through complementary advantages.However,not all planned multi-city clusters could establish sustained cooperative relationships as expected such as the Jiangyin-Zhangjiagang-Jingjiang(Cheng-Zhang-Jing,CZJ)urban cluster in Jiangsu province,eastern China.Why do multi-city clusters converge or disperse?What are the driving forces behind such clusters,and how do they function?In order to explain the mechanism,firstly,this paper constructs a dynamic analysis framework of centripetal and centrifugal force for the convergence and dispersion of multi-city cluster cooperation.It proposes that the forces affecting cooperation include the centripetal force which makes the cluster closer and cohesive,and the centrifugal force on the contrary.These two forces are reflected in the three elements of resource relationship,transaction cost and consensus,interacting and transforming with each other in the evolution of the cluster.They form dynamic converging forces and dispersing forces,and thus resulting in different development trends of the cluster.Secondly,the analytical framework is used to explain the internal mechanism of the development of the CZJ cluster,which has gone through a process from convergence to dispersion.During the three stages of embryonic stage,promoting stage and stagnant stage,the interaction between elements and dynamics can be observed.Complementary resources enhanced the centripetal force of cluster cooperation at the beginning;Low transaction costs and strong consensus promoted the development of the cluster to a climax,whereas high transaction costs,resource homogenization and weakening consensus led to the increase and dominance of centrifugal force in the later stage,resulting in the development stagnation.This research extends the understanding of the internal force of multi-city cluster cooperation relationships,providing reference for various clusters and neighboring cities to better cooperate in urban agglomeration areas.
