Evolutionary mechanism of special function zones from the perspective of cross-scale policy mobility:A case study of Changsha High-tech Development Zone
Recent years,with the establishment of various types of new towns and new districts in Chinese cities,we have observed that the state powers of China have been decentralized from the central government to local authorities.Such decentralization is widely demonstrated in areas related with industrial policy,spatial planning,and governance innovation.This phenomenon has provided a rich empirical basis for the study of the ongoing spatial governance transformation and scale restructuring in contemporary China.Nevertheless,in the previous literature of spatial governance,the narratives of top-down decentralization have pre-emptively presumed the passive status of local governments,with few documents focusing on how local governments integrate their development demands into national strategies.Meanwhile,there has also been less attention paid to the strategies adopted by multiple levels of governments in their interactions to shape efficient governance systems in new towns and districts.Provoked by these trends in policy practices and academic literature,this paper attempts to integrate the evolving perspective of policy mobility into the structured framework of state rescaling,dynamically revealing how local governments skillfully reconcile the demands of higher-level governments with local development in the process of top-down decentralization.To verify this new theoretical perspective,the analysis of this paper focuses on the evolution of Changsha High-tech Development Zone,a special development zone in Hunan province,central China.Through the investigation of this zone's evolution stages,this paper finds that the transformation of this area is overall guided by national macro policy directives,but in specific policies of spatial governance,it largely reflects the demands of local governance entities in land development and industrial development.In the multi-scale policy interaction and bargaining,Changsha High-tech Development Zone and other authorities in the same region have undergone repeated adjustments and experienced three main development stages.In this process,the scale of Changsha High-tech Development Zone has continuously moved upward,converging with higher-scale units in spatial governance,and ultimately achieving compatibility with the existing administrative hierarchy system.
