Mechanism and restructuring path of rural cross-border governance under digitization:A case study of wecountry project of Taoba village,Qionglai city
The weakening of the main subjects of rural development and the hollowing of rural governance have become important obstacles to rural vitalization.The development of digital technology has created conditions for rural cross-border governance to empower rural vitalization.This paper constructs a theoretical framework of"technology embedded-cross-border governance-rural restructuring"as the mechanism of rural cross-border governance under digitization,explores the path of rural restructuring driven by digitization,and describes the case of Taoba village to provide practical evidence.The main results are drawn as follows:To deal with the predicament of rural decline caused by the absence of rural development subjects,cross-border governance through technology embedding and the three major paths of field expansion,industrial outreach and pluralistic co-governance can boost rural restructuring.Taoba village,which has experienced three stages of development:traditional on-site village,village of out of territory and restructured village under digitization,has achieved rural restructuring and vitalization.Through digital empowerment,the rural spatial fields are expanded by connecting the rural physical and virtual spaces.Bridging the breakpoints of the industrial chain,and innovating the industry model by building digital bridges realized rural economic restructuring in Taoba.Rural digitization breaks the spatio-temporal barrier to connect the multi-government subjects for rural governance and reconstruct the order of governance.With the help of the above,Taoba village has become a innovative sample of the nation's social governance.
