Moving towards a governance hub:the role shift of street offices and their organizational construction
As the modernization of urban grassroots governance systems continues to advance,the focus on social governance has increasingly shifted downward,placing higher demands on the reform of the street-level administrative system.During the transformation,street office have evolved from temporary outposts to heavily burdened administrative endpoints and are now beginning to transition towards becoming administrative governance hubs.Currently,street offices are leveraging the principle of"integrated governance"under the leadership of the Party.This approach actively adjusts the interaction between the state and society,aiming to overcome the traditional dilemma of"effective administration but ineffective governance."To effectively enhance the role of street office as governance hubs,it is necessary to further streamline the three-tier governance system of"district/county—street—neighborhood."This can be achieved by building a governance model which is people-centered,street-based and technology-empowered.Ultimately the responsibilities of street offices in coordinated management,resource linkage and normative guidance will be fully fulfilled.
