Rise From the Sea:A Pivotal Mission and Historical Responsibility For the Chapter of Guangxi in Chinese Modernization
General Secretary Xi Jinping's three inspections in Guangxi in 2017,2021 and 2023 since the 18th National Con-gress of the CPC have demonstrated the same tone that Guangxi should emancipate mind,pursue innovations for change,seek ocean-oriented development opportunities and promote open development.Along the rivers,the coastline and the border,Guangxi has unique geographical advantages in connecting with ASEAN and integrating with the Guangdong-Hong Kong-Macao Greater Bay Area(GBA).The Beibu Gulf connects 10 ASEAN members and China,interacting with the east,central,and west China.As the direction for Guangxi to write its chapter in Chinese modernization,ocean-oriented development is the funda-mental way for Guangxi to make the breakthrough and an ocean-oriented economy serves as an important engine of Guangxi's high-quality development.Rising from the sea has become a new starting point for Guangxi's new journey.To Guangxi,it is not only an opportunity and an advantage,but also a responsibility and a mission.Guangxi has implemented a series of more proac-tive strategies to promote open maritime development,achieving great development with great openness.The Pinglu Canal will be the shortest,most economical,and most convenient transportation route to ASEAN from Guangxi and Southwest China.The land-river-sea linkage will leverage the regional economic map and promote the formation of a hub for the Dual Circulation Strat-egy.President Xi's invited visit to Vietnam in December 2023 is of landmark significance,establishing the construction of a strate-gic China-Vietnam community of shared future,opening a new stage in the relations between the two parties and two countries,and preparing a new chapter of China-Vietnam relations in a new era,which will be more conducive to Guangxi's marine develop-ment and opening up.
