The Evolution,Core Characteristics and Practical Enlightenment of Social Security in Thailand
A high-quality social security system is the key path and institutional guarantee for promoting economic develop-ment,maintaining social equity and enhancing people's well-being.As an emerging industrial country in the world,Thailand is one of the earliest countries in Southeast Asia to establish a social security system,which has gone through an arduous establish-ment under chaotic rule and an optimization and upgrading under democracy,achieving dramatic structural change from scratch and realizing the key transformation from the initial framework only for special groups to the expansion of groups and a rela-tively sound social security system.Thailand is gradually advancing the systematic construction of its social security legislation,expansion of its social insurance programme,establishment of its social assistance system,and promotion of universal health cov-erage.Following multi-dimensional factors,economic priority,fragmented differences,family support and citizens'health,Thai-land's social protection system,while shaping the paradigm of"low-cost inputs,high-efficiency protection",has also been en-dowed with the potential drawbacks of widespread politicization and fragmentation,which has had a double-edged impact on eco-nomic development,social stability and the maintenance of equity.Thailand's social security system has achieved significant re-sults in cultivating family potential,developing human capital and promoting fairness and equality.In particular,the success of its innovative universal healthcare practice proves that inclusive healthcare is not exclusive to developed welfare countries.The de-velopment of social security in Thailand provides practical inspiration for developing countries.In the future,the system needs to strengthen scientific integration and endogenous reforms in the construction of a dynamic social security system,the evaluation and monitoring of social security functions,the construction of social security for families,and the promotion of health and well-being for all.
