Research on the South China Sea Issue in Extraterritorial Powers Since 1970s:Evolution and Future Trends
The Extraterritorial powers began their's research on contemporary South China Sea issues in the 1970s,and it has gone through three stages:the early stage before the conclusion of the Declaration on the Conduct of Parties in the South China Sea(DOC),the stage between the conclusion of the DOC and the South China Sea Arbitration,and the new development period after the intensification of Sino-US strategic competition.In the early stage,although the academic circles and think tanks of Ex-traterritorial powers had different views on the South China Sea issue,on the whole,their positions and attitudes were favorable to China,and in the late second stage,especially after the intensification of Sino-US strategic competition,positions and attitudes to-wards the South China Sea issue reflected in their research results are gradually diversified,their research methods were increas-ingly diversified,and their research fields gradually expanded from traditional fields to non-traditional fields.At the same time,the number of conclusions and voices unfavorable to China in relevant research has gradually increased,which has made China face more severe challenges in the struggle forinternational public opinion and the defense of its sovereignty in the South China Sea.The above-mentioned changes are affected by the intergenerational change of researchers in various countries,the development of the international maritime law and the changesin the international landscape,etc.,but the fundamental reason is the changesin the international landscape and the self-selection of national interests.China should be fully aware of the instrumental role of inter-national rules and international law,view with a peaceful mindset the changes in research orientations of other countries outside the region on the South China Sea issue and firmly oppose the distortion or selective citation of international law to smear China.In addition,it is necessary for China to maintain strategic self-confidence and strategic patience,strengthen and deepen the studyof the intersection of different disciplines such as international law,international politics and history,improve the ability to in-terpret and apply international laws,and invoke appropriate provisions to safeguard China's legitimate maritime rights and inter-ests.
