An Evaluation of the Effectiveness of Lancang-Mekong Biodiversity Conservation Cooperation and Mechanism Construction:A Comparative Perspective with CEP-BCI
The cooperation on biodiversity conservation carried out by the Lancang-Mekong countries fully meets the needs of regional political and economic interests and the harmonious development of the natural environment,and the deepening coop-eration has also put forward more stringent requirements for regional environmental governance.Because the Greater Mekong Subregion(GMS)Core Environmental Program and Biodiversity Conservation Corridors Initiative(CEP-BCI)has limited con-straints on and protection for its member countries,China and Mekong countries have taken the initiative to strengthen coopera-tion under the Lancang-Mekong Cooperation(LMC)mechanism to effectively address the prolonged biodiversity loss in the re-gion.However,the effectiveness of Lancang-Mekong biodiversity conservation cooperation is not obvious due to the single form of cooperation,inadequate functional empowerment,insufficient construction of institutional discourse power,and aggravation of the risk of politicization of ecological issues.The Lancang-Mekong Biodiversity Conservation Cooperation and the CEP-BCI are not in complete opposition,and,instead,the two can complement each other.They should deepen their understanding in areas that require mutual respect,learn from each other,give play to their respective advantages,and jointly promote the great develop-ment of ecological protection in the subregion.In the future,the Cooperation will enrich its connotation through early harvest,strengthen the functional construction of the Lancang-Mekong Environment Center,improve the discourse system of ecological governance,create Lancang-Mekong ecological cooperation norms,avoid the risks of environmental politics,and continuously improve the benefits and inclusiveness of local mechanisms.
