The Impact of the Indo-Pacific Economic Framework on China-ASEAN Digital Economy Cooperation and Its Response
With the dawn of the digital era,the digital economy has emerged as a pivotal force reshaping the global competi-tive landscape,where the crafting and dissemination of digital rules become critical for nations to enhance their global leadership and seize the digital market worldwide.The United States has initiated the Indo-Pacific Economic Framework for Prosperity(IPEF)across Asia and Oceania,aiming to extend the reach of American-style regulationsthrough a comprehensive economic co-operation framework or committee,thereby filling the void in global digital rules with American norms to steer the future direc-tion of digital economic development and sustain American hegemony in the digital era.The digital economy aspect of the IPEF encompasses digital environment,emerging technologies,infrastructure,regulatory measures,and sustainable development,con-tinuing the ethos of previous U.S.Indo-Pacific strategic reports and synchronizing with the high-standard digital trade rules pri-marily exemplified by the U.S.-Japan Digital Trade Agreement.While promoting high-standard cooperation,it neglects the mar-ket access needs and the actual capacity of ASEAN countries,which essentially serves to uphold trade protectionism,hinder Asia-Pacific integration,and promote American standards.The realization of U.S.-ASEAN digital economic cooperation under the IPEF will not only utilize investments and digital technology exports to obstruct digital cooperation between China and ASEAN,but also export digital development concepts to ASEAN,deepening the digital divide between China and ASEAN and undermin-ing the digital economic partnership formed around the Regional Comprehensive Economic Partnership(RCEP).Consequently,China should strategically align both domestic and international perspectives,refine its digital economy regulations to fully meet international standards,strengthen digital partnerships with detailed cooperation,collectively pursue global digital development rules,and co-create a new paradigm for digital development.
