Punctuated Equilibrium:Historical Logic of Overseas Vietnamese Policy ChangesSince Vietnam's Renovation and Opening-up
Overseas Vietnamese are an important external resource for promoting Vietnam's national development.Since the renovation and opening-up,Vietnam has attached great importance to the work of overseas Vietnamese,issuing a series of prefer-ential policies to encourage the participation of overseas Vietnamese in national construction.As the work entered a comprehen-sive and powerful implementation stage,the revision and implementation of policies have become a hot topic in Vietnamese soci-ety.Focusing on the policies towards overseas Vietnamese,this study conducts a deep analysis of 270 relevant policy documents issued by Vietnam since 1986 to clarify the trajectory of policy changes and their underlying logic,and utilizes the theory of"punctuated equilibrium"in public policy analysis to explore the internal and external factors and influential forces behind the changes in order to provide a new perspective to underst and the complexity and dynamics of public policy-making.The research findings indicate that from 1986 to 2023,the changes in Vietnam's policies towards overseas Vietnamese show a pattern of"equilibrium-punctuated equilibrium-rebalancing",experiencing an exploratory period(1986-2003),a formative period(2004-2014),a development period(2015-2020)and an adjustment period(2021-2023).The changes in the overall policy objectives,al-location of attention of decision-makers and the occurrence of focal events are important factors in the changes of Vietnam's poli-cies towards its diaspora.And the focus is mainly on fostering economic cooperation and return investment,enhancing national cohesion and centripetal force,and legalizing and institutionalizing overseas Vietnamese affairs policies.
